“In the second Trump term, the president has been careful to appoint people who are chosen not on merit but on willingness to do whatever he wants, no matter how unwise or even illegal. In other words, “loyal losers.”’

Many would characterize them as psychologically damaged people,the mob used them too and thy were called “hit men”. Donald Trump is a lifelong loser, a psychologically damaged man from a very dysfunctional family. He would appeal to others who recognize themselves in him, and those in whom he recognizes his flawed repressed self would similarly appeal to him.

His current Cabinet does not have highly successful men and women, well educated men and women, people with higher than average qualifications, not only because he wants “yes” people around him, but because hugely successful people wouldn’t work for him. Would you?

Very insightful. Unfortunately this understanding, while fascinating, does little to stop their depredations. It seems, from the examples cited, that it usually takes societal upheaval to remove these "losers" from control. Hopefully, our underlying framework is still strong enough that an election or two will do the the trick. Fingers crossed.
